About FRA

The European Union Agency for Fundamental Rights (FRA) provides independent, evidence-based advice to policymakers, to help ensure full respect for fundamental rights across the EU, for everyone. To this end, the Agency collects and analyses information and data on a range of fundamental rights issues, provides assistance and expertise to EU Institutions and to EU Member States’ governments, raises rights awareness, communicates its findings and strengthens cooperation and ties between fundamental rights actors.

Traineeships at FRA

The traineeship is offered to recent university graduates (at least one month before starting the traineeship) and persons who would benefit from initial work experience, without excluding those who have recently obtained a university diploma or are at the beginning of a new professional career. To be eligible for a traineeship, you must also have completed your most recent studies no more than three years prior to the deadline for applications.

The duty station of the traineeship will be in Vienna, Austria. One trainee will be placed in our Brussels Liaison Office.

Which tasks are expected in this unit?

Director's Office (DIR)

  • Supporting in the preparation and follow-up of the Director’s meetings with the Agency’s external counterparts (government officials, civil society, international partners etc., including the drafting of briefing files, meeting agendas, reports, minutes);
  • Supporting in the preparation and drafting documents for the Director, including background information, policy analysis, speaking points and external correspondence;
  • Supporting the organization and follow-up of the Director’s external engagements including the preparation of travel files, background information and meeting fiches and follow-up on action points where necessary;
  • Support the FRA Management Board Secretariat in the organisation of the meetings of the FRA Management Board (MB) and Executive Board (EB), with priority given to the preparation, participation to and follow-up of EB/MB meetings and MB working groups;
  • Providing organizational support for external meetings and events where appropriate;
  • Drafting items for the Agency’s weekly newsletter on the work of the Director and the staff of the Director’s Office;
  • Carrying out organizational and administrative tasks;
  • Any other tasks related to the work of the Director’s Office that may arise.

Strategic Planning and Programming:

  • Assist in the elaboration and revision of FRA Strategy and Programming documents;
  • Assist in the revision and implementation of the planning process and annual management plans;
  • Support the drafting of the Consolidated Annual Activity Report;
  • Support the management and implementation of stakeholder consultations;
  • Support the implementation Performance monitoring and evaluation activities;
  • Update Intranet pages and DMS archive related to Planning;
  • Assist in meetings concerning Planning including document preparation and minutes;

Youth Advisory Panel:

  • Support the smooth running of the Panel– including preparations of online and in-person meetings;
  • Support communication channels between the director’s office, YAP, and operational FRA project team;
  • Contribute to the process of amplifying those young people’s voices, their perspective and input within the Agency;
  • Contribute to networking activities between YAP and other participatory structures in the EU;
  • Follow-up any European youth related events and policy processes.

 

Communications and Awareness Raising (CAR)

  • Contributing to the design and delivery of engaging communication activities that translate FRA’s work into compelling content for diverse audiences — from EU policymakers to civil society and the wider public;
  • Supporting the development and implementation of FRA outputs and activities, including the annual Fundamental Rights Report;
  • Supporting FRA’s social media presence by drafting and curating impactful posts to grow engagement and reach;
  • Helping create and adapt digital content, particularly short-form videos, animations, social media designs and infographics, to bring fundamental rights data and stories to life;
  • Supporting the web team in maintaining FRA’s online presence dynamic and up to date, including through multimedia and user-focused content;
  • Supporting the editing and production of a wide variety of FRA’s multi- language products, including media statements, reports, legal handbooks, statistical data, quantitative and qualitative analyses;
  • Supporting media outreach, including organising press briefings, monitoring media coverage, and developing key messages for digital-first audiences;
  • Contributing to the organisation of FRA events, such as high-level fora, launch events and stakeholder meetings, through digital campaigns, content support, and mailbox coordination;
  • Supporting the dissemination of FRA products, both internally and at public events, ensuring visibility and uptake;
  • Performing organisational and administrative tasks, including notetaking, logistics support and internal coordination.

 

Equality, Roma and Social Rights (ERSR)

  • Carry out legal research on questions of EU law and policy;
  • Assist in preparing legal analyses drafting research-based outputs, such as reports, policy briefs, etc.;
  • Assist in the preparation of legal opinions;
  • Assist in the compilation and analysis of statistical, survey data;
  • Assist in the comparative analysis of qualitative and secondary data;
  • Assist in the preparation and implementation of technical assistance activities;
  • Assist in the engagement with institutional partners and civil society stakeholders;
  • Carry out organisational and administrative tasks, taking meeting minutes, support with the organization of events etc.

Institutional Cooperation and EU Charter (INST)

  • Contribute to fostering institutional and stakeholder relations, including communication with EU institutions and intergovernmental human rights organisations, governmental organisations and public bodies competent in the field of fundamental rights in the Member States (including national human rights institutions), and civil society organisations;
  • Support the organisation of FRA conferences, meetings and workshops (online or in-person), such as with FRA’s governmental liaison officers, the Scientific Committee, or the Fundamental Rights Platform of civil society organisations;
  • Track and analyse relevant policy and legal developments at EU and national level, as well as information from intergovernmental human rights organisations;
  • Support the preparation of briefings and background files for meetings with EU and Member State officials;
  • Assist with background research and in drafting analytical reports, related to the activities of the Unit (incl. on the EU Charter, rule of law and democracy);
  • Contribute to the development and updating of FRA’s case-law database on the EU Charter of Fundamental Rights (Charterpedia);
  • Carry out organisational and administrative tasks, such as meeting organisation and minute taking.

Brussels Liaison Office:

  • Support FRA’s stakeholder engagement in Brussels, including with respect to organising meetings of FRA staff (esp. the director) and FRA outreach events;
  • Assist with facilitating contacts with EU institutional stakeholders, Permanent Representations to the EU and other Brussels-based organisations;
  • Help identify meetings, events and conferences organised by key stakeholders in Brussels where the Agency could most usefully contribute its expertise;
  • Attend selected meetings, events and conferences in Brussels, and report on insights relevant for FRA.

 

Justice, Digital and Migration (JDM)

  • Conducting legal and social analysis and delivering legal opinions, position papers, policy related papers/reports and advice;.
  • Undertaking all aspects of research project work – including development, oversight, desk and fieldwork research, data analysis, and administration;
  • Qualitative data collection, including in-depth fieldwork with different actors – such as (for example) criminal justice practitioners and crime suspects, representatives of institutions and agencies, civil society actors and experts, through to persons whose rights have been violated;
  • In-depth large-scale quantitative survey research covering several Member States, which is focused on the fields of violence against women and on discrimination and hate crime against Jews. Use of statistical software packages for data analysis;
  • Provision of technical assistance and capacity building to the Agency’s stakeholders, within the remit of its competencies – notably in fields related to asylum and migration, including close engagement with Member States;
  • Providing expert support to the Justice and Home Affairs Agencies, and EU institutions;
  • Providing expertise with respect to emerging challenges, which involves ad-hoc research and fieldwork engagement;
  • Contributing to the annual Fundamental Rights Report of the Agency and assisting other Units across the Agency – as required.

 

Administration (ADMIN)

Finance & Contracting Sector

  • Support in the procurement procedure cycle;
  • Update of financial and budget reports;
  • Assist in the development of reports by utilising office automation tools and reporting software tools.

Digital Services & Facilities Sector

  • Support the maintenance of the document management system based on Microsoft SharePoint Online;
  • Assist with updating and maintaining the Agency’s intranet applications utilising Microsoft365 technologies like Microsoft SharePoint Online and PowerApps;
  • Involved in the experimentation, introduction, and implementation of Artificial Intelligence technologies to enhance operational and administrative efficiency.

Human Resources, Legal and Planning Sector

  • Assistance in the implementation and coordination of the Agency’s professional Staff Learning & Development program;
  • Support in the recruitment and selection procedures;
  • Support in the organisation of the traineeship programs;
  • Assist in implementation of activities required to ensure that FRA successfully fulfils its role as member of the EU Agencies Network;
  • Assist in follow-up on the budgetary and discharge procedures (e.g. preparation of policy briefings, MEP fiches etc.).

 

Data Protection Office (DPO)

  • Review of Data Protection documents and templates of upcoming processing operations (data protection notice for data subjects, record of processing activities, etc.);
  • Provide advice about the compliance of processing operations with the applicable data protection regulation;
  • Reply to requests received from data subjects;
  • Adaptation of internal procedures in accordance with the guidelines issued by European Data Protection Supervisor (EDPS);
  • Respond to the questions received from the Agency’s staff and raise awareness through information sessions;
  • Additionally, the trainee will assist the Access to Documents Team  in the handling of the public to access to documents requests as foreseen in Regulation (EC) No 1049/2001 and in accordance with the Agency’s internal procedures. 

 

Events organisation

  • Contributing to the organisation of FRA events and meetings, including the servicing of the relevant mailboxes;
  • Assisting in planning of the event;
  • Supporting the communication and promotion of the event by sending of invitations, the dissemination of events on social media, and the reply to participant queries;
  • Providing on-site event support by managing registration and handle logistics;
  • Contributing to post event follow-up by gathering feedback and supporting the preparation of related reports;
  • Carrying out organisational and administrative tasks, taking meeting minutes, etc.

In your application, you must specify which unit and sector you are applying for. You can indicate only one entity.  Applications that do not meet the eligibility criteria or that are incorrectly submitted will be excluded as ineligible.

Period of traineeship

The traineeship is offered for a fixed period of 10 months, from 1 October 2025 – 31 July 2026. The trainee will be required to work on a full-time basis at the FRA premises in Vienna, Austria (one position is located in Brussels, Belgium).

Please note that no employment of any form can be offered following the end of the traineeship period unless through a recruitment procedure against a vacancy notice published on the FRA website.

Eligibility

To be eligible for a traineeship at FRA, you must meet the following conditions:

  • Be a national of one of the Member States of the European Union (27), EEA countries (3) or EU candidate countries (Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Turkey, and Ukraine) or potential candidate countries (Kosovo);
  • Have a very good knowledge of English, the working language of FRA (B2);
  • Have completed university studies (obtained a degree diploma) by one month prior to the start date of the traineeship (i.e. no later than 1 September 2025) and no more than 3 years prior to the start date of the traineeship.

(N.B. In accordance with the Rules governing the traineeship programme at FRA, candidates of Roma background must have completed either post-secondary education attested by a diploma or have completed secondary education and have obtained at least 2 years of relevant professional experience.)
