The European Union Agency for Fundamental Rights (FRA) is organising a selection procedure to constitute a reserve list, from which to fill a vacant post for the Head of Unit Administration (temporary agent function group AD, grade 11). 

The present procedure is launched in parallel with an internal mobility addressed to FRA staff members for whom Article 55 the Conditions of Employment of Other Servants of the European Union (CEOS) is applicable.

Background

FRA provides independent, evidence-based advice to policymakers to help ensure full respect for fundamental rights across the EU, for everyone. To this end, the Agency collects and analyses information and data on a range of fundamental rights issues, communicates its findings, provides assistance and expertise to EU Institutions and to EU Member States’ governments, raises rights awareness and strengthens cooperation and ties between fundamental rights actors. 

The Administration Unit

The Administration Unit at FRA includes three sectors (i.e. Human Resources, Legal and Planning sector, Finance and Contracting sector and Digital Services and Facilities sector).  

The Administration Unit is key for creating a pleasant and appreciative work environment, ensuring a sound management of FRA’s resources, both financial and human, competitive procurement and compliance with the applicable legal framework, all enabled by a performant and reliable infrastructure (IT and building) and a robust quality management system.  

Duties

FRA is seeking an experienced and forward-thinking Head of Administration to lead and continuously modernise its core administrative services. Reporting directly to the Director, this key middle management role is vital to ensuring high standards of good administration across the agency — defined by transparency, efficiency, service orientation, and responsiveness. The post covers a broad portfolio of responsibilities, including human resources, finance, procurement, legal affairs, unit’s planning, digital services, security, facilities and quality management, and involves close cooperation with the Director, and the middle management team.  

The role requires a strong combination of managerial expertise, capacity to optimise administrative processes, and the ability to build and lead a motivated and multidisciplinary team. The Head of Administration contributes significantly to maintaining FRA as an agile, inclusive, sustainable and accountable public body, capable of delivering high-quality results in a dynamic institutional context. 

The position will entail the following main tasks and responsibilities: 

Specific to the post 

Internal Governance and Good Administration

  • Ensure agile and modern administrative practices that support timely decision-making, efficient use of resources, adaptive planning, supporting the organisation’s operational and strategic goals.
  • Simplify, harmonise and optimise internal processes and procedures to reduce administrative burden and strengthen internal governance and operations, while ensuring compliance with applicable legal and regulatory frameworks.
  • Foster and integrate a culture of effective administration throughout all units, ensuring lawful conduct, accountability, consistency, transparency, and a service-oriented approach.
  • Contribute proactively to change management, strengthening the agency’s ability to respond to evolving strategic and operational priorities and to emerging risks, while increasing its resilience.

Planning and Performance Management

  • Lead the development and implementation of administrative Management Plans, using modern planning tools and dashboards, that are aligned with strategic objectives, programming documents and the available resources. 
  • Coordinate Administration input to key institutional documents (e.g. Single Programming Document, Consolidated Annual Activity Report) and ensure that unit planning and its implementation are effectively linked to performance monitoring and reporting. 
  • Drive the optimisation of evidence-based insights across administrative functions to maximise resource efficiency, streamline processes and enhance service delivery performance.  
  • Oversee the collection, accuracy and integrity of data generated at the level of unit’s services, ensuring it meets regulatory standards and supports informed, transparent decision-making.

Financial Management, Procurement

  • Ensure sound financial management and reporting, including legal compliance with EU public procurement and financial rules. 
  • Coordinate the agency’s overall budget and resource allocation, encompassing the phases of implementation, monitoring and reporting. 
  • Oversee procurement and contract management, including procurement planning and execution, to ensure value for money. 

Human Resources and Organisational Capacity

  • Oversee all HR policies and processes, including workforce planning, recruitment, performance management, learning and development, and entitlements administration, in line with EU Staff Regulations. 
  • Drive internal mobility, strategic allocation of staff and skills-based workforce planning to enhance flexibility and organisational agility. 
  • Promote diversity, equity and inclusion, as well as healthy and psychologically safe working conditions, which enable performance, motivation, and wellbeing of staff. 

Legal Affairs and Compliance

  • Oversee the organisation’s legal affairs, including staff matters, contracts, agreements, regulatory compliance, and legal representation of the agency in case of litigation. 

Digital Services, Cybersecurity and AI integration

  • Lead the organisation’s digital and cybersecurity strategy, ensuring the deployment of secure, safe, efficient and innovative systems and infrastructure. 
  • Promote digital transformation and automation across administrative functions, with a focus on smart and agile workflows, remote-friendly tools, and user-centred design. 
  • Ensure the responsible and legally compliant use of emerging technologies, particularly Artificial Intelligence, and build staff awareness and capability through targeted guidance and training. 

Quality Management, Risk management and Audit Coordination

  • Oversee the implementation and continuous optimisation of the organisation’s Internal Control Framework, and coordinate responses to external auditing bodies, ensuring timely follow-up of recommendations.  
  • Promote a risk-aware culture by embedding risk management practices into planning, operations and decision-making.  
  • Drive quality management initiatives, promoting a culture of administrative excellence, accountability and continuous improvement across the agency.  

Facilities, Security and Environmental Sustainability

  • Manage office facilities and physical infrastructure safely and securely while promoting sustainability, efficient energy use and accessibility at the workplace.  

Management of the Unit Staff 

  • Lead and manage a multidisciplinary team of approximately 25 staff. 
  • Ensure effective and efficient staff management within the unit in line with the Agency’s human resources policies, such as planning and distributing workloads, setting objectives, monitoring and reporting on performance, managing feedback to staff, identifying development needs in line with learning and development policies, and managing working time and absences.  
  • Serve as the main channel for the exchange of information between the Director and the unit’s members, ensuring strategic alignment and coherence. 
  • Foster team building within the unit, as well as with other units. Take initiative to prevent and resolve any internal conflicts. 

Management 

  • Advise the Director on all matters within the unit’s scope of responsibility and support informed decision-making at the senior management level. 
  • Define, manage and ensure the achievement of the unit’s objectives in line with the strategic priorities of the Agency by identifying key areas of contribution. 
  • Ensure that unit activities and resources are managed in the most efficient, effective, economic and sustainable manner, by developing and managing action plans within the agreed timelines, budget and quality requirements. 
  • Oversee the development of internal policies and procedures based on unit mission, ensuring coherence across administrative functions and high-quality support to the agency. 
  • Promote cross-unit collaboration and contribute to a cohesive and service-oriented organisational culture. 
  • Represent the Unit in meetings with Management Team, Management Board and FRA key stakeholders. 

Duties applicable to all staff 

  • Actively work towards the achievement of the goals of FRA in accordance with the Strategic Plan
  • Perform any other duties and responsibilities that may be assigned by the Director. 

Eligibility requirements

Only candidates who meet all the eligibility criteria listed below by the deadline for submission of applications will be marked as eligible. Candidates who do not meet one or more criteria will not be considered further.

General conditions[1]

  • Be a national of one of the Member States of the European Union and be entitled to full rights as a citizen[2];
  • Have fulfilled any obligations imposed by the laws concerning military service;
  • Meet the character requirements as to suitability for the performance of the duties involved;
  • Be physically fit to perform the duties linked to the post[3].

Education[4]

  • A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four (4) years or more and, after having obtained the university degree, at least fifteen (15) years of professional experience.

OR

  • A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three (3) years and, after having obtained the university degree, at least sixteen (16) years of professional experience.

Language skills

  • Have a thorough knowledge (level C1) of English, as this is the working language of FRA, and
  • Have a satisfactory knowledge (minimum level B2) of another language of the EU.

The levels indicated correspond to the Common European Framework of Reference for Languages[5].

Selection criteria

In order to select the best-qualified candidates for interview and written test phase, the applications will be scored against the selection criteria below.  

Candidates should indicate in their applications how the criteria below are met and provide concrete examples, where possible.  

Essential:  

  • At least twelve (12) years of relevant professional experience, which must include experience in minimum two (2) of the following areas: 
    • Finance, procurement and contracts 
    • Human resources management 
    • Information and digital services 
    • Legal affairs and compliance 
    • Risk management and internal controls 
    • Facilities management and security. 
  • At least five (5) years of relevant professional experience should be in a managerial position with proven track-record in building and managing teams (e.g. Director, Manager, Head of Unit, Head of Sector, Team Leader or equivalent) - candidates must clearly indicate in their application the size and type of team, and the area(s) managed. 
  • Proven experience in developing and managing administrative planning, performance monitoring and institutional reporting, that align services with organisational objectives and resources. 
  • Demonstrated experience in the assessment, transformation and optimisation of administrative systems and processes, employing both established methodologies and, where feasible, the integration of emerging technologies and data-driven approaches.  
  • Proven experience in establishing and maintaining internal control frameworks built on policies and procedures that ensure compliance with applicable rules and regulations and principles of good administration.  
  • Demonstrated ability in working with sensitive and confidential information with a high level of integrity, sound judgment and discretion. 
  • Proven experience in providing strategic advice to senior management and to represent administrative matters at a high level, internally and externally. 

Advantageous: 

  • Understanding of the context in which the Agency operates.  
  • Proven experience in implementing EU Financial Regulations and EU Staff Regulations and Conditions of Employment of Other Servants. 
  • Demonstrated experience in leveraging additional resources for their organisations.

  • Customer orientation: ability to maintain a clear focus on meeting the needs of both internal and external customers, ensuring responsiveness, satisfaction, and value in interactions.
  • Resilience: ability to remain effective under work pressure, be flexible and adapt to a changing work environment; aptitude to encourage others to do the same and adjust own and team’s approach to embrace changing circumstances.

Engagement and conditions of employment

A contract for a period of 3 years will be offered pursuant to Article 2(f) of the Conditions of Employment of Other Servants of the European Union. The contract may be renewed. 

The successful candidate will be recruited in the grade AD 11. The basic monthly salary for the grade AD11 (Step 1) at the date of publication is €12,531.47 (salary level to be weighted by the correction coefficient applied for Austria, i.e. currently 105.4%). In addition to the basic salary, staff members may be entitled to various allowances, in particular a household allowance, expatriation allowance (16% of basic salary + household allowance), dependent child allowance and education allowance. The salary is subject to a Union tax deducted at source and it is exempt of national taxation.

FRA also offers a comprehensive welfare package including pension scheme, medical, accident and occupational disease insurance coverage, unemployment and invalidity allowance and travel insurance.

Moreover, FRA offers different opportunities of schooling services, as well as policies on teleworking and flexitime in its attempt to reconcile work and private life.

Under certain circumstances, in particular where staff members are obliged to change their place of residence to take up employment, the Agency may also reimburse various expenses incurred on recruitment, notably removal expenses.

Selection procedure

The Appointing Authority of the Agency shall set up a pre-selection panel, which will assess the eligibility of candidates according to compliance with all formal requirements by the closing date for the submission of applications (please see 3 Eligibility criteria).  

Only applications from eligible candidates will be evaluated and scored based on the selection criteria outlined in the publication notice (see point 4).
Among the candidates who achieve at least 60% of the total possible score in this evaluation, the highest-ranked candidates (up to a maximum of 8) will be invited to participate in a written test and an interview conducted by the pre-selection panel. Both the written test and the interview will be held in English and may take place either online or in Vienna, Austria, the Agency's official seat and place of employment.

Candidates invited to the written test and interview will be requested to submit, prior to the date of the written test, a copy of their diploma(s) and documented evidence of their professional experience. This documentation must clearly specify the length and nature of their experience, including whether the work was undertaken on a full-time or part-time basis. Prior to contract signature, the successful candidate/s will be requested to provide FRA with original or certified copies of all relevant documents proving the eligibility requirements. 

Based on the results of the written test and interview, the pre-selection panel shall draw up a shortlist of the applicants who most correspond to the profile sought. The applicants on the shortlist shall be invited to an interview with the Appointing Authority (i.e. Director) and at least one member of a grade and management function equal to that of the function to be filled (selection panel). The Appointing Authority may also decide to invite other eligible applicants.  

Prior to the interview with the Appointing Authority, the soft skills of the shortlisted applicants will be assessed in an assessment centre against the criteria referred to in section 4, unless the applicant has taken part in such assessment centre in the 2 years preceding the closing date for applications.  
If an applicant has taken part in an assessment centre within this two-year period, but not within the 18 months preceding the closing date for the receipt of applications, they may at their request be admitted to the assessment centre. The assessment centre shall evaluate the applicant’s potential and shall provide an in-depth analysis of managerial skills, adaptability, and other core competencies. The result of the assessment centre shall be taken into consideration by the Appointing Authority. 

Successful candidates will be included on a reserve list. This reserve list will be valid from the date of its establishment (in year 2025) until 31 December 2027. Its validity may be extended. The reserve list may be used for future recruitment, should vacancies arise. Each candidate will be informed whether they have been placed on the reserve list. Candidates should note that inclusion on a reserve list does not guarantee ​recruitment​.  

Based on the reserve list, the Appointing Authority of FRA may offer a contract of ​engagement​.

Appeal procedures
